Output PDF Scaling

Is there anyway to force a set page size AND get the icons to be scaled all the same size regardless of how many icons are on a sheet?  The output takes some manipulation to create presentation quality briefs.

Now it is impossible to scale the same for all diagrams — each of them adjusts itself to the page size individually. However, if you create diagrams of the same size, they will scale the same way.
